Multnomah County Animal Services Fees

BEFORE THE BOARD OF COUNTY COMMISSIONERS FOR MULTNOMAH COUNTY, OREGON

Establishing Fees and Charges for Chapter 13 of the Multnomah County Code Relating to Animal Control and Repealing Resolution No. 2019-067.

The Multnomah County Board of Commissioners Finds:

1. Chapter 13, Animal Control, of the Multnomah County Code provides that the Board will establish certain fees and charges by resolution.
2. On June 27, 2019, the Board adopted Resolution No. 2019-067 establishing fees for MCC Chapter 13.
3. The Board wishes to maintain current licensing and adoption fees and to eliminate impoundment, boarding, and other specific fees, as shown in the chart below.
4. Multnomah County Animal Services (“MCAS”) Director has discretion and authority to allow fee waivers or reduction of any fee with the intent to not create undue hardship on low-income people and to create incentives for adoption or reunification, when necessary.
5. MCAS conducted a fee study, wherein the current fee structure was assessed, determining the percentage of operations costs recovered through fees and comparing some fees with other jurisdictions.

The Multnomah County Board of Commissioners Resolves:

1. The fees and charges for Chapter 13, Animal Control, of the Multnomah County Code are set as follows:

Section 13.004: Spaying and Neutering Encouraged

The amount set aside by the Board from revenue generated from pet licensing to cover the cost of the county's public educational, spaying and neutering programs is $25,000.

Section 13.501: Notice of Infraction

• Appeal fee: $25

Section 13.508: Appeals

• The fee for appealing a notice or decision under this chapter is: $25

Section 13.511: Impoundment Pending Appeal

• (A) Notice of infraction appeal impoundment deposit $100.00
• (B) Writ of review sheltering deposit $500.00

Section 13.512: Fees

Fees imposed under this section are:

(A) Pet Licenses

(B) Facilities License (Annual)

(1) Domestic Animal Facility License

(dogs, cats, rabbits/rodents, birds, fish, reptiles, etc.)

1. 1 - 10 animals: $180
2. 11 or more animals: $210

(C) County Shelter Rates

1. Boarding Fees, legal or protective hold only (Daily)
   1. Dogs: $25
   2. Cats: $18
   3. Livestock:
      1. In Shelter: $25
      2. In foster / boarding: actual cost
2. Owner Surrender Fees
   1. Dog Surrender: $50
   2. Cat Surrender: $25
   3. Other Animal Surrender: $15
3. Adoption Fees
   1. Puppies under 7 months of age: $300
   2. Dogs between 7 months and 6 years of age: $160
   3. Dogs 6 years and older: $60
   4. Kittens under 7 months of age: $150
   5. Cats between 7 months and 6 years of age: $80
   6. Cats 6 years and older: $30
   7. Cats of any age adopted as a pair: 50% off adoption fee for second cat (equal or lesser fee)
   8. Rabbits / Ferrets: $30
   9. Pocket pets (Guinea Pigs, Hamsters, Rats, etc.): $10
   10. Reptiles / Amphibians: $15
   11. Birds: $15
   12. Exotic Birds: $125

2. This Resolution takes effect and Resolution No. 2019-067 is repealed as of February 5, 2026.
