Found with a thick Tan, Kong branded, color. Attached to the collar was a short leash with clips on both ends. The max line, and stores near 122nd are in this area, maybe someone traveling via Max or bike lost her? I took her to near by vet, VCA Southeast Portland Animal Hospital to get her scanned, NO CHIP. Let me know if she's yours.
